This function decomposes the original state-space system represented by (A,B,C) 
into the controllability staircase form 
 which satisfies   
 
and   
 
where (Ac, Bc) is a controllable subspace, and Auc is uncontrollable states. 
The controllable subequation has the same transfer function as the original system.
